It make the folowing enemies stronger.

Blue Crawla
Red Crawla
Eggman (GFZ)
Jetty-syn gunner

It makes some new things happen to powerups like...

New Super Ring box
New Silver Ring box
New Nuke box

Could be more but I can't remember >_<
