Who the hell is "Bacjac"? Unable to find anything relevant on Google. Care to explain who/what "Bacjac" is?

Bagjac is a guy who created a ton of models and levels for the Sonic Blitz engine. He's really good, but he withholds his work, which is extremely frustrating.
