No, there isn't a free winrar. There are, however, a couple of free programs that extract rar files. The one I use is called 7-zip, it doesn't make rar files but it extracts them, and can make zip files a little smaller than the default windows extractor.
 
Eh, what's the problem with WinRAR anyways? It's unlimited shareware. After 30 days, it will always pop up a box at start asking you to register, but you can click OK in 2 seconds and the box vanishes until the next time you open the program. And it's not crippleware; even after the 30 days, it's fully-functional.
 
WinRAR seems to have good file format support. It's also easy to configure the default unzip directory with, and its interface isn't uber-stripped down like 7Zip's is.
