[2.1.12] Mouse Selection: How to Disable It?

Seems the game is not obeying my control scheme. Is there a way to disable the mouse from selecting and choosing options? When I alt-tab out of the game and do other things, whenever I click the game's window, it un-pauses the game. Sure, a workaround is by literally pausing the game via Break key, but it just doesn't feel right.

Options>Setup Controls...>Player 1 Controls...>Mouse Options...>Use Mouse = Off.
Or use use_mouse off in console.

No.

I think there's no way to disable the mouse currently :(. Hopefully it's fixed for 2.1.13.
