I would assume it's a banlist. A good way to find out might be to have someone act as a guinea pig and let you ban them from a netgame you host, then check the file's syntax to learn how it works.
 
I think the command 'listbans' does the obvious. :P I used it before.
I have no idea what the '32' is for, but i know what the rest is.
