It's less that the breats look low than the outfit distorts all of the porportions... terribly.
If you look carefully you can see that the torso goes all the way down to about 1/4 the distance from the bottom of the image.

"CRAWL" is the best onomatopoeia.

You're not the first person to tell me her torso's thin, and I'm not sure why it looks that way. Maybe I'll try drawing her without her coat on later tonight or this weekend.
