How is it done? I am trying to make it so a Character WAD can shoot an object that deflects like a Koopa shell, but only on two walls, and can home in on a target.

I have no idea what you mean. I've played a with a lot of character wads but not one can deflect koopa shells and those can't even hurt you.
 
No, a Koopa shell (As in MKB1) will deflect off of walls. That is what I mean. I hope it is simple to SOC.

In the S_Skin of the wad, put in:
slingitem = <Thing number you want your character to shoot>

Also, putting "Ringslinger = 1" would make you sling this item in single player, so you might want to put that in the S_Skin as well
(Ringslinger = 0 would make it not work in Singleplayer)
 
Thanks be to anyone who understood and answered my question. Also, how do you assign something its own thing number?
