You have to type whatever it is when it could never been drawed before and get the right colors? It doesn't need the picture to do it? If so i need help making one. I want to make this bird.
 
I think he's trying to say this:

"Do you type in the name of what you want for SRB2 to make it?"
At least that's what I interpreted it as.
 
i want to create a wad

I looked at editting on the website, but it was no help. it didn't tell me if i need a program to begin it. I want to create one. it doesn't tell me how. well it sorta does, but what do i create it on? I don't know how to make a wad file.

Of course you're gonna need a program to make it.
The editing section and/or stickies on the forum should get you started.
Don't act all "omg hlples" when there is plenty of help available.
