Like duon said. Be pacient. Once 2.2 will come out, we can just adapt our maps to the new build.

Instead of waiting for some arbitrary contest to give you permission to make maps, why not just make maps to release right now? You'd probably get more attention doing it now anyway, instead of going for a contest that will probably have a lot of entrants from the excitement around a new release.
