No perhaps not, but you can say that you want a little bit more English and a little bit less grammar. like when someone read a book for the rest of the class, but he read a little bit fast, then you have to tell him that he read a little bit fast and ask him to read slower. in fact inn my last year it was one section in the English book that we nearly never worked with, the grammar section. All we learned was new words and reading an English text.

Sounds to me like they just have a bad teaching pattern. You need to teach grammar along WITH vocabulary or they're both useless. Knowing what every word means on its own is useless because you can't make a proper sentence with just random related words, and knowing how to make a sentence on its own is useless because it doesn't matter if your sentence is grammatically correct if it's nonsense.
This should be just common sense.

Good point PHCC. But it isn't only in public schools. It also happens in the private ones. In the school I study. A friend of mine doesn't realize that sometimes he doesn't need to use "am" next to "I", and that makes him say weird sentences like "I am do not care about this". The teachers don't do much, cause the students sometimes won't make it by their own. Yes, we can see three brazilian users here (me, PHCC and Ankoctoaragon) that know this reality, and well. I got impressed with the KnuxD posts.
What makes me more sad is that in public schools even portuguese they can't learn well...
