It limits the texture size to 256x256. If you are getting white textures when you play (such as the Zim TV or the Outer Space sky), turn this on to fix that problem.
Of course, you should only turn it on if you have an old Voodoo or similar video card. Which you probably don't have, seeing as this is the 21st century.
