Problems with port forwarding on Windows 7

I'm not sure if this goes here, but I'm not sure where else I would ask. I'm having trouble with opening up a new port on my Windows 7 laptop. I've had it for about a month (and Windows 7 has bugged the heck out of me every second of that time), and for some reason, it refuses to let me port forward. Typing in 192.168.2.1 like portforward.com says does nothing but take me to a screen saying this:

Google Chrome could not load the webpage because 192.168.2.1 took too long to respond. The website may be down, or you may be experiencing issues with your Internet connection.
Here are some suggestions:
Reload this webpage later.
Check your Internet connection. Restart any router, modem, or other network devices you may be using.
Add Google Chrome as a permitted program in your firewall's or antivirus software's settings. If it is already a permitted program, try deleting it from the list of permitted programs and adding it again.
If you use a proxy server, check your proxy settings or contact your network administrator to make sure the proxy server is working. If you don't believe you should be using a proxy server, adjust your proxy settings: Go to the wrench menu > Settings > Show advanced settings... > Change proxy settings... > LAN Settings and deselect the "Use a proxy server for your LAN" checkbox.

Fortunately, the ports I had open from my old Windows XP laptop are still open, so this doesn't prevent me from hosting SRB2. Unfortunately however, this means I can't open any new ports, so if I want to host a netgame on anything that won't run 5029 as a port, then I'm out of luck...
