SLumpEd is outdated. Use its successor, SLADE.
Also, you make sprite frames by drawing them. The Character WAD Tutorial shows you how to organize them into a WAD.

If you plan on using SLADE for character WADs, you will have to know about one bug that will prevent you from making a working character WAD. SLADE does not accept Lumps with the \ character. You would have to use XWE or even SLumpEd to rename those lumps. You can make most of the character with SLADE if you want to though.
It accepts them, it just can't rename a lump to include a \, because that is used for subfolders in zip archives. So technically, it's a feature and not a bug, it's more that SRB2 should never have used that \ for a lump name.
But yeah, you need to do that one step with another lump editor. You can view them with SLADE though.
