Same tends to hold true for character WADs, I find.

Don't presume that all first WADs, levels or characters, are, or will be, awful...

I'm sure there's some good first WADs here somewhere, like for example Ice's Hidden Sanctuary. It's tremendously better than most of the other first level WADs I've seen.
