Hello again...
I have a question about MIDI in SRB2: Does the game use a soundfont? If so, can it be changed? What made me curious is that when I was looking through the files of old versions of SRB2, I would keep finding a lump called "GENMIDI", which seemed to control MIDI events. In newer versions of SRB2, does it just use the default soundfont in Windows, or does it just use a different file? Because when checking, this file is NOT in srb2.srb. Thank you!

That depend on the OS, SRB2 on Windows will use Window's default MIDI device (98% software that does not load a SF2)
Linux/GNU uses TiMidity, which can use a SF2....

Not anything different than the regular MIDI synths provided by GM.DLS in Windows systems at least. So...
