Isolated Case 1024x768 resolution wont work

My computer resolution is 1024x768, ironically though when I pick that same exact resolution in options, it displays widescreen-like bars and has horrid quality. This forces me to pick the usual 800x600 resolution, which has bad quality on my screen as well. However, when I use OpenGL, the resolution works fine. Any way this can be fixed without the use of OpenGL?

In-game, open up the console with ~ (tilde) and type stretch on to force the game to use your monitor's aspect ratio. Close the game and re-launch. Please note, depending on the resolution, the HUD might be a little messed up.
