Tails was working for eggman on sonic 2?!

So this is only a theory because in sonic the hedgehog 2 (genesis) tails only follow sonic and fly but on the master system edition tails is sequestered by eggman.
So in sonic the hedgehog 2 (genesis) tails work for eggman?
