EXE files are the programs themselves, you can't modify them properly (unless you're a virus or a hacker) o_o'

I guess you want to do an EXE mod? Edit the source code (extract it first, comes with SRB2) and then compile it.

You can find and download Dev C++ from google. Its free, but won't be able to netplay with exes compiled in MSVC ++ (that is what the normal SRB2 is compiled in).

You will need to learn programming in C# and or C++. A book about C#/C++ is normally about 800 pages. By the way its the best programming language you can learn.
 
Nah I just wanted the SOC list of the flamethrower from Shufflarb2.shf so I can use it on one of my levels.

The SOC is on the EXE but I don't understand why he/she didn't put it on the wad/shf instead.
