Is the Master Server down, or is it just me?

Nope it's totally fine but i think you just doesn't download the newest patch :P

Whenever I try to refresh for new servers, it always says there was a problem connecting to the master server.

Connect to servers using IPs.

Just connectivity issues, resolved one hour later by doing nothing.
Just Firework being Firework.
