I'm pretty sure there aren't supposed to be bricks up there.

Deliberate. All Special Stages make the ceiling look like an upside-down floor. It's to make the stages still look a little surreal, since they don't use bright and gaudy textures anymore. Go check out Floral Field and its upside-down lakes.
