Overpowered VS Powereful

Not sure how to say this but: Isn't it possible to have a powerful character without being overpowered? How would you guys define overpowered?

Btw, this is excluding factors like recolor-ness. All the characters I'd possibly make right now aren't recolors, so don't worry.

It's not about powerful characters, it's supposed to be about balanced characters. You can have a powerful character, but it should be weak against another character in some way, and not powerful against ALL characters.

Yeah, like say in Pokemens, this would be overpowered:
Att. 255
Def. 255
Sp. Att. 255
Sp. Def. 255
Spd. 255

This wouldn't('K, maybe it is a little, but you get the point):
Att. 192
Def. 30
Sp. Atk. 192
Sp. Def. 75
Spd. 100

I'm assuming the Pokemon thing was simply an example of balance, which is what determines whether a character is overpowered or not.

Noting that power is relative.

It's hard to make something Powerful and yet balanced in SRB2.

No. Power can have balance.
