I have some questions.

1: How high should I set maxplayers? I have a 500kbit/s* upload.
2: Any way of using multiple command line parameters? I need to set the -clientport, but I need to use -dedicated as well.

No, you have a 500kbit/sec upload, which is roughly 60kb/sec.

Around eight? That's just an educated guess.

Just separate them by spaces:
