It's Ristar, the Shooting Star! From that one Genesis / Megadrive game! That one which keeps getting re-released but never officially acknowledged otherwise!
Ristar is fast. Very fast, with the highest possible speed value of 9, but it also means your acceleration isn't very good. It'll take a little time to get up to full speed, although you be zooming faster than Sonic when you do. He's also a bit more dense than he appears, giving you a weight value of 4, which means you'll need to be a bit careful when turning at max speed, as it's not as tight as Sonic, or Flicky.
All the sounds used were recorded from the original game to a VGM file with the Kega Fusion emulator, where I used foobar2000 to mute every channel except the DAC channel to isolate Ristar's voice clips.
