Yes it is.It's probably something else that nobody has really seen yet, though.
Then why did you ask in the first place? You mean that secret eggmobile boss in ERZ2? Sorry for spoiling, but I'm pretty sure everyone knows about the disco room. =P
It would have to be a pretty impressive illusion for a single sprite to have both translucent and opaque details. :PIt appears to be an illusion to me, not actual layering.
And the entirety of DCZ.There aren't any new levels besides CEZ3, but most of the levels have been modified to some extent. In some cases it's just small fixes and improvements (DSZ), in some cases it's a serious revamp (THZ1, CEZ1) and in the case of CEZ2, half of the level is entirely new. There are only four levels missing anyway, if you think about it: the second and third acts of ACZ and RVZ.
It does use actual layering.
Holy shit are you guys serious? WoahIt would have to be a pretty impressive illusion for a single sprite to have both translucent and opaque details. :P
I didn't count DCZ because as far as I'm informed, it's on the bottom of the priority list, just above GEZ, and might not even be made. And the entirety of DCZ.

Not only that, but isn't something similar possible just by meddling with transparency tables? Actual layering strikes me as the least likely explanation o.OAh, but software mode COULD support alpha maps! Thought about this several times...
Games since Sonic 3 that didn't have snow or ice stages:I still wished we could have an actual ice/snow level; I mean since Sonic 3, almost every sonic game had one.
But oh well. I'll just have to deal w/ it.
