Sounds like a permissions issue. Where is your SRB2.srb? It should be under your home folder, and owned by you. You can verify this by right-clicking the SRB2.srb file in Explorer, selecting 'Properties', and looking under the 'Security' tab. Make sure your user has permission to read it.

It sounds like you may not have MinGW installed, you'll need that in order to start doing anything. If you do have it installed, make sure to run mingw32-make from the MinGW command line (it should install a shortcut). I'm not sure if MinGW's installer adds itself to the system PATH.

SRB2 will probably have the Lua interpreter built-in. You could, then, suffice with notepad or similar for writing your code. Notepad++ or similar might be a better idea to gain syntax highlighting.

It will work fine. SRB2 is already known to run on ARM-based platforms, and I even experimented with running it on my old ARM-based phone under a Debian chroot some time ago.
