OpenGL vs Software.

OpenGL looks bland and lifeless???? Idk what you mean. The colors look fine for both OpenGL and Software.
software's colors pop out more because of the game's palette of 256 colors (so the game has to get creative with the colors it uses), opengl has infinite colors, and while that might seem like a good thing (i mean, some do prefer that), it means opengl's colors will come out more muted and less vibrant, specially with shaders off.
And I never had issues with OpenGL's FPS, unless theres a stage that contains so many things then the FPS would drop. What device on you playing SRB2 on?

That's a very easy fix. Getting it to look 1 to 1 the same as Software isn't doable right now as far as I'm aware (though there are some mods that make an attempt IIRC), however you can enhance the OGL visuals to closer to your personal tastes by using a program such as Reshade. Regarding the colors looking less vibrant, you could simply bump up the saturation and/or contrast a bit to get it looking more how you want it.

or use tsourdt3, it have an option to enable software shading in opengl
 
Honsetly, OpenGL is better then Software mainly because some the sprites doesn't constantly flicker for no reason and the camera is actually good
