what does "CL" stand for?

I have always wonder what the CL part of a character file meant when going to load an addon for SRB2, so i wanted to ask, does anyone know what CL in a char file means?

Those are just prefixes standing for what SonicHacker already said.
As to why, I wouldn't know. Probably something for sorting things.

These are from the Filename Conventions you must follow in order to submit an addon to the MB. They denote what content is inside each addon.

Key:
S (SP, Co-op, Competition)
R (Race-only, particularly circuit)
M (Match, Tag, H&S)
F (CTF)
C (Characters)
L (Lua)

These are listed to tell server operators what is in an addon before they load it, which helps when hosting netgames. It also standardizes filenames to make them easier to type into the console.

Certain source code mods also have their own prefixes. These are:

K (Kart)
P (Persona)
X (Multiple)

V was once used to denote a mod for the vanilla game, but this requirement was later dropped due to being redundant.

Serious answer: naming conventions that addons submitted have to follow in order to get in the released addons section.
